Civil Supplies Commissioner C.V. Anand has informed that all arrangements are made for procurement of paddy in Rabi season in the state to ensure minimum support price to farmers and paddy procurement operations will commence from next week. In view of bumper Production in Rabi season in the state all efforts are being made to ensure that the farmers should get the minimum support price without causing any inconvenience. Commissioner of Civil Supplies conducted meeting with officials on Tuesday to review on Procurement of Paddy in Rabi season.
3076 Paddy Purchase Centers:
In Rabi 2015-16 procured 8.42 lakh MTs of Paddy through 1288 purchase centers. In view of paddy yield at more than 4 times than normal in the present Rabi, opening 3076 purchase centers now ( IKP – 1101, PACs – 1771 & DCMS / TDA – 204) with the target of procurement of 37 lakhs MTs by Civil Supplies Corporation. Expected market arrivals of paddy is 11.35 LMTs in April, 18.92 LMTs in May, and 7.57 LMTs in June.
Instructions are also issued to open paddy purchase centres within the reach of farmers and to plan that no farmer, is allowed to wait at the centre for a long time and to provide sufficient no. of moisture meters, Paddy cleaners. Winnowing machines, tarpaulins, drinking water, toilets and other facilities.
Instructions were already issued to see that paddy purchase centers are opened in a radius of 5 KMs for procurement of 500 to 1000 MTs of paddy depending upon availability of godown space. As unseasonal rains are expected in May to June, instructions were also issued to filed level officers to utilize schools for storage purpose to avoid damage to paddy.
District level committees are constituted under the chairmanship of Collector with representatives from Agriculture, Marketing, Civil Supplies, Transport DRDA, ITDA, FCI ,SWC & CWC as members. The committee will supervise paddy procurement operations to ensure minimum support price to farmers and other related issues. A control room is also being opened to monitor paddy procurement operations transportation of paddy and also to receive complaints related to paddy procurement operations.
Positioning of Gunnies:
Gunnies are already allotted to districts depending upon paddy arrivals .Filed level officials are also alerted to be more careful in gunnies issue. It is expected that 9.40 Crore gunnies are required for Paddy Procurement and accordingly gunnies are also being positioned. Instructions are also issued to collect the gunnies of 2015-16 & 2016-17 Kharif lying with the millers and utilize the same in the present Rabi season and also collect new gunnies from millers. There should be no laxity in collecting back the gunnies from millers. The officers should Co-ordinate with all those concerned reg allotment of gunnies. As there is possibility of unexpected rains in April to June, officers shall take precautionary measures in advance.
Minimum Price Support Prices:
A Grade Rs. 1510 per etc.
Common Rs.1470 Per.
Instructions are also issued that farmers should get minimum support prices compulsorily and see that there is no role for the middlemen in paddy purchases centers. All paddy purchase transactions will be done through online under OPMs which is updated with all necessary modifications Farmers must be educated to bring their produce to the PPCs with the specifications prescribed by Central Govt. Instructions are also issued to extend the contract period of the paddy transport contractors from purchase centers to rice mills at the old rates
Special attention on storage aspect:
Commissioner of Civil Supplies informed that meetings were held with JCs at district and that Pucca arrangements are made for paddy procurement. In view of bumper crop expected in Rabi, special attention is paid to storage space, gunnies transportation and CMR allotments. Action is being taken to see that 10 LMT godown space is available with FCI by the time paddy purchase are commenced.
